Pragmatists and Opportunists in Dutch-Turkish relations, 1947-1974 René Rouwette

Abstract: About thirty-five years before Geert Wilders’ film Fitna, the Dutch parliamentarian Peter Dankert also brought the world a political movie. The film was a symbol of the changing Dutch climate in the long sixties, especially in foreign affairs. In a field wherein up until then consensus was always more important than political discussion, the application of an antagonistic approach took place. Dankert had a clear mission; to show the world the so-called Turkish human rights violations of 1971-1973, to mobilize the masses and lure policymakers into denouncing Turkey. The film bypassed the diplomats from the ministry of Foreign Affairs who were making policy for years and were keen on keeping this field clear from strangers, especially people like Dankert. In this lecture René Rouwette will lead us through the world of Dutch diplomacy towards Turkey and its domestic politics between 1947 and 1974; a time of Turkish institutional occidentalisation, Cold War and democratization, but also a period of military coups, alleged Turkish backwardness, economic problems and Islamite revival, and an era which is essential in the development of the current view on Dutch-Turkish relations and the Dutch opinion on Turkey’s accession to the European Union. Rouwette will explicitly answer four questions: How did the Dutch diplomats report on Turkey, what prejudices did they have, and to what direct and indirect consequences did this lead? Did the changing climate of the sixties alter relations by ending the reign of sovereignty which was typical for a diplomat-oriented foreign policy? Did this lead to political interventions, international condemnations and the introduction of domestic politics in multilateral diplomacy and treaty negotiations? And finally, how did Turkey respond to the diplomat-oriented policy and polarization tactics?

René Rouwette studied political history at the Radboud University in Nijmegen (Netherlands) and Virginia Tech (United States). At the moment he is about to finish a research master in history at the University of Amsterdam (Netherlands). Rouwette specializes in Dutch history and International Relations, Dutch foreign policy in the 20th century in particular. For his thesis he spend about six to seven months working in the archives of the Dutch ministry of Foreign Affairs, analyzing Dutch political reports from the embassy in Ankara and policy papers concerned with Turkish internal politics and the Turkish accession to NATO, Council of Europe and the EEG from between 1947 and 1974. On this topic Rouwette has already published an article for the Dutch Turkey Institute in The Hague called ‘A true friend also speaks bitter words’.
